REGULATION OF TELECOMMUNICATION AND INFORMATICS

The organising body for the domestic telecommunications service was PT. Telkom and the organising Body for International telecommunications service was PT. Indosat. This State Owned Company was given the authority to held the telecommunications service, like the telephone, telex, facsimile, et cetera, and the telecommunications service Such as Value Added Service. The other body outside the organising body, both in the form of the Private Owned Company (BUMS), the Regional Owned Company (BUMD) and the Co-operative also had the right to hold non basic telecommunications service. While to hold the basic telecommunications service, the Other Body could co-operate with PT Telkom and or PT Indosat. The form of the co-operation between the organising body and these other body were arranged in the Government Regulation No.8 in 1993, that is in the shape of the Operation Co-operation (KSO), joint venture and management contract

2. Telecommunications Organization for the Special Puspose

Telecommunications Organization for the special purpose was telecommunications Organization that was carried out by the certain government institution, individual or Legal Body for special purpose or for personal purpose. The special telecommunications could be carried out by the certain government institution or the Legal Body (limited company or the co-operative) that was determined be based on legal determination. The special telecommunications was held be based on license that was determined by the Director General of Post and Telecommunications.

Organization license for Special telecommunications only was given by the legal Body if the territory was not yet readiest or was not yet covered by telecommunications facilities that could be provided by the organising Body or the Other Body.Telecommunications for the special purpose only could be held by considering the secrecy and the range or its operation needed the special form.

The Organiser of the telecommunication for special purpose are:
  1. Certain government institution for special task implementation;
  2. Individual or;
  3. Legal Body.

Ciri of the telecommunication for special purpose are:

  1. The organization of the telecommunications for the Hankamneg purpose was held by Dephankan and/or ABRI;
  2. The organization was for Hankamneg;
  3. Not telecommunication service organization.
3. The organization of the telecommunications for Hankam purposes

Based on the Government Regulation No. 4 in 1992 concerning Telecommunication Organization for Hankamneg purpose, it was determined that:

  1. The organization of the telecommunications for the Hankamneg purpose was held by Dephankan and/or ABRI.
  2. The organization was for Hankamneg.
  3. Not telecommunication service organization.
